Number formatting is like changing the "clothes" a number wears. It changes how a number is displayed on screen without altering the real underlying number used in formulas.
Here are the standard format types used in business workbooks:

When you reduce decimal places to zero (e.g. displaying 12.8 as 13), Excel only changes the visual appearance on screen. The underlying math formula will still use 12.8 for 100% precision.
